None are less than 30 years old (Rockport 2 came online in 1988) and none were projected to have\u00a0life over 40 years when built. Duke, Vectren, AEP, Big Rivers, IPL, Alcoa and TVA are all facing the same problem.\u00a0<\/i><\/b><\/p>\n<div class=\"article-container color-body font-body\">\n<div>\n<p class=\"speakable-paragraph\"><span style=\"color: #000000;\">FirstEnergy Solutions\u2019 coal and nuclear power plants are <a style=\"color: #000000;\" href=\"https:\/\/www.forbes.com\/sites\/energyinnovation\/2017\/05\/18\/embracing-the-coal-closure-trend-economic-solutions-for-utilities-facing-a-crossroads\/#6139b31c9979\" target=\"_self\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/energyinnovation\/2017\/05\/18\/embracing-the-coal-closure-trend-economic-solutions-for-utilities-facing-a-crossroads\/#6139b31c9979\">facing serious economic challenges<\/a>, along with the workers and communities that depend on them, and are hoping for <a style=\"color: #000000;\" href=\"https:\/\/www.forbes.com\/sites\/energyinnovation\/2017\/11\/06\/rick-perrys-coal-and-nuclear-subsidy-could-cost-10-billion-per-year-is-america-great-again-yet\/#32a2b0f730db\" target=\"_self\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/energyinnovation\/2017\/11\/06\/rick-perrys-coal-and-nuclear-subsidy-could-cost-10-billion-per-year-is-america-great-again-yet\/#32a2b0f730db\">a billion-dollar annual bailout<\/a> from the Trump Administration.<\/span><\/p>\n<p><span style=\"color: #000000;\">The company filed <a style=\"color: #000000;\" href=\"https:\/\/www.prnewswire.com\/news-releases\/firstenergy-solutions-files-deactivation-notice-for-three-competitive-nuclear-generating-plants-in-ohio-and-pennsylvania-300621346.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.prnewswire.com\/news-releases\/firstenergy-solutions-files-deactivation-notice-for-three-competitive-nuclear-generating-plants-in-ohio-and-pennsylvania-300621346.html\">a deactivation notice<\/a> for three of their power plants in March, just submitted <a style=\"color: #000000;\" href=\"https:\/\/www.utilitydive.com\/news\/firstenergy-takes-reluctant-step-toward-3-nuclear-plant-closures\/530189\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.utilitydive.com\/news\/firstenergy-takes-reluctant-step-toward-3-nuclear-plant-closures\/530189\/\">closure plans<\/a> for those plants to the federal government, and <a style=\"color: #000000;\" href=\"https:\/\/www.cleveland.com\/business\/index.ssf\/2018\/03\/firstenergy_solutions_bankrupt.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.cleveland.com\/business\/index.ssf\/2018\/03\/firstenergy_solutions_bankrupt.html\">filed for bankruptcy<\/a> this spring \u2013 calling into question the future of at least three more power plants that are <a style=\"color: #000000;\" href=\"https:\/\/www.forbes.com\/sites\/energyinnovation\/2017\/12\/18\/utilities-closed-dozens-of-coal-plants-in-2017-here-are-the-6-most-important\/#5bf4cfef5aca\" target=\"_self\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/energyinnovation\/2017\/12\/18\/utilities-closed-dozens-of-coal-plants-in-2017-here-are-the-6-most-important\/#5bf4cfef5aca\">exposed to the competitive market<\/a>.<\/span><\/p>\n<p><span style=\"color: #000000;\"><a style=\"color: #000000;\" href=\"http:\/\/energyinnovation.org\/wp-content\/uploads\/2018\/08\/FirstEnergy-communities-research-note_FINAL.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:http:\/\/energyinnovation.org\/wp-content\/uploads\/2018\/08\/FirstEnergy-communities-research-note_FINAL.pdf\">New research shows<\/a>\u00a0 <span class=\"tweet_quote\"><a style=\"color: #000000;\" href=\"https:\/\/twitter.com\/intent\/tweet?url=http%3A%2F%2Fwww.forbes.com%2Fsites%2Fenergyinnovation%2F2018%2F08%2F23%2Fbillions-at-stake-should-we-invest-in-struggling-power-plants-or-communities-facing-closures%2F&amp;text=FirstEnergy%20would%20see%20%242%20billion%20in%20subsidies%20in%202%20years%20from%20Trump%E2%80%99s%20coal%20%2B%20nuclear%20bailout%20%40EnergyInnovLLC\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/twitter.com\/intent\/tweet?url=http%3A%2F%2Fwww.forbes.com%2Fsites%2Fenergyinnovation%2F2018%2F08%2F23%2Fbillions-at-stake-should-we-invest-in-struggling-power-plants-or-communities-facing-closures%2F&amp;text=FirstEnergy%20would%20see%20%242%20billion%20in%20subsidies%20in%202%20years%20from%20Trump%E2%80%99s%20coal%20%2B%20nuclear%20bailout%20%40EnergyInnovLLC\">FirstEnergy would be the recipient of an estimated $2 billion in subsidies over just two years if the Trump Administration\u2019s coal and nuclear bailout becomes reality<\/a><\/span> . Coal and nuclear are now more expensive than alternatives like natural gas, wind energy, and solar power in regional power markets designed to avoid expensive options and cut customer costs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Natural gas prices are <a style=\"color: #000000;\" href=\"https:\/\/www.eia.gov\/dnav\/ng\/hist\/n3045oh3m.htm\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.eia.gov\/dnav\/ng\/hist\/n3045oh3m.htm\">near the lowest<\/a> they\u2019ve been in 15 years, solar and wind power costs <a style=\"color: #000000;\" href=\"http:\/\/energyinnovation.org\/2018\/01\/22\/renewable-energy-levelized-cost-of-energy-already-cheaper-than-fossil-fuels-and-prices-keep-plunging\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:http:\/\/energyinnovation.org\/2018\/01\/22\/renewable-energy-levelized-cost-of-energy-already-cheaper-than-fossil-fuels-and-prices-keep-plunging\/\">dropped<\/a> below those of building coal and nuclear power in 2017, renewable energy costs <a style=\"color: #000000;\" href=\"https:\/\/www.forbes.com\/sites\/energyinnovation\/2018\/01\/23\/cheap-renewables-keep-pushing-fossil-fuels-further-away-from-profitability-despite-trumps-efforts\/#1baba1236ce9\" target=\"_self\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/energyinnovation\/2018\/01\/23\/cheap-renewables-keep-pushing-fossil-fuels-further-away-from-profitability-despite-trumps-efforts\/#1baba1236ce9\">are forecast<\/a> to keep falling through 2050 while the cost of operating coal and nuclear plants keeps climbing due to needed upgrades as plants age.<\/span><br \/>\n<!--more--><br \/>\n<span style=\"color: #000000;\">But even <a style=\"color: #000000;\" href=\"https:\/\/www.forbes.com\/sites\/energyinnovation\/2018\/05\/07\/americas-utility-of-the-future-forms-around-performance-based-regulation\/#695bfa62bb24\" target=\"_self\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/energyinnovation\/2018\/05\/07\/americas-utility-of-the-future-forms-around-performance-based-regulation\/#695bfa62bb24\">recognizing this shifting economic reality<\/a> fails to answer the critical question about what comes next for the workers and communities who depend on these power plants, and how they can transition economically.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Billions to prop up power plants, but underlying economics not changing<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">The Trump Administration\u2019s bailout plan was laid out in a <a style=\"color: #000000;\" href=\"https:\/\/www.eenews.net\/assets\/2018\/06\/01\/document_gw_01.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.eenews.net\/assets\/2018\/06\/01\/document_gw_01.pdf\">memo<\/a> publicized on May 29, when the U.S. Department of Energy proposed mandating direct payments to these uneconomic power plants, in an attempt to reverse a wave of <a style=\"color: #000000;\" href=\"https:\/\/www.forbes.com\/sites\/energyinnovation\/2017\/12\/18\/utilities-closed-dozens-of-coal-plants-in-2017-here-are-the-6-most-important\/#5bf4cfef5aca\" target=\"_self\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/energyinnovation\/2017\/12\/18\/utilities-closed-dozens-of-coal-plants-in-2017-here-are-the-6-most-important\/#5bf4cfef5aca\">plant closures<\/a>.<\/span><\/p>\n<p><span style=\"color: #000000;\">However PJM, the nation\u2019s biggest regional power market operator, says <a style=\"color: #000000;\" href=\"https:\/\/twitter.com\/pjminterconnect\/status\/1002597210670936066\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/twitter.com\/pjminterconnect\/status\/1002597210670936066\">it does not need<\/a> the coal and nuclear power plants in question to ensure the lights stay on.<\/span><\/p>\n<p><span style=\"color: #000000;\">Cost estimates for this bail-out proposal range from <a style=\"color: #000000;\" href=\"http:\/\/energyinnovation.org\/wp-content\/uploads\/2017\/12\/20171025_Resilience-NOPR-Cost-Research-Note-UPDATED.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:http:\/\/energyinnovation.org\/wp-content\/uploads\/2017\/12\/20171025_Resilience-NOPR-Cost-Research-Note-UPDATED.pdf\">$10 billion a year<\/a>, according to Energy Innovation\u2019s conservative estimate, to a middle range of <a style=\"color: #000000;\" href=\"https:\/\/info.aee.net\/hubfs\/Brattle_AEE_Final_Embargoed_7.19.18.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/info.aee.net\/hubfs\/Brattle_AEE_Final_Embargoed_7.19.18.pdf\">$17-$35 billion a year<\/a>, and all the way up to \u201cpriceless\u201d <a style=\"color: #000000;\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-06-28\/cost-of-trump-s-power-plan-priceless-like-freedom-perry-says\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.bloomberg.com\/news\/articles\/2018-06-28\/cost-of-trump-s-power-plan-priceless-like-freedom-perry-says\">according to<\/a> DOE Secretary Rick Perry.<\/span><\/p>\n<p><span style=\"color: #000000;\">We assessed FirstEnergy\u2019s coal and nuclear fleet in Ohio, Pennsylvania, and West Virginia to see how this might play out.\u00a0 The plants would need about $1 billion annually to remain profitable today and if we assume the Trump Administration\u2019s bailout subsidies last two years, as implied in the DOE memo, FirstEnergy would receive about $2 billion in total subsidies.<\/span><\/p>\n<p><span style=\"color: #000000;\">Since energy sector economic trends are showing no signs of reversal (wind and solar costs fell <a style=\"color: #000000;\" href=\"https:\/\/www.lazard.com\/media\/450436\/rehcd3.jpg\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.lazard.com\/media\/450436\/rehcd3.jpg\">67% and 86%<\/a>, respectively, between 2009 and 2017), these subsidies would at best delay power plant closures for a few years.\u00a0 Billions will have been spent to support FirstEnergy, and the communities and workers that have hosted these plants for decades will still face closure threats a couple years later.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Invest in local economic development solutions, not expensive life extensions for unneeded power plants<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">However, if that $2 billion was allocated directly to each of the six communities that host these power plants, the funds could generate <a style=\"color: #000000;\" href=\"http:\/\/energyinnovation.org\/wp-content\/uploads\/2018\/08\/FirstEnergy-communities-research-note_FINAL.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:http:\/\/energyinnovation.org\/wp-content\/uploads\/2018\/08\/FirstEnergy-communities-research-note_FINAL.pdf\">more than $300 million per community<\/a> in economic transition investment.<\/span><\/p>\n<p><span style=\"color: #000000;\">Local governments, economic development organizations, and the workers themselves could decide how to direct those funds: Diversifying and strengthening local economies, supporting workforce development programs, or building new facilities and infrastructure.<\/span><\/p>\n<p><span style=\"color: #000000;\">This approach isn\u2019t new: Community leaders and residents in Tonawanda, located outside Buffalo, recently created a <a style=\"color: #000000;\" href=\"http:\/\/tonawandatomorrow.org\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:http:\/\/tonawandatomorrow.org\/\">redevelopment blueprint<\/a> to replace tax revenue and jobs after a coal plant closure. New York State is helping fill in tax revenue gaps during the transition, and the seven-year support program for Tonawanda is expected to cost less than <a style=\"color: #000000;\" href=\"https:\/\/grist.org\/justice\/a-working-class-buffalo-suburb-retired-a-coal-plant-the-right-way\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/grist.org\/justice\/a-working-class-buffalo-suburb-retired-a-coal-plant-the-right-way\/\">$45 million<\/a>. A similar approach <a style=\"color: #000000;\" href=\"https:\/\/www.forbes.com\/sites\/energyinnovation\/2017\/04\/19\/new-financial-tools-proposed-in-colorado-could-solve-coal-retirement-conundrum\/#272c5cba11c5\" target=\"_self\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/energyinnovation\/2017\/04\/19\/new-financial-tools-proposed-in-colorado-could-solve-coal-retirement-conundrum\/#272c5cba11c5\">for other regions<\/a> could be a more productive application of the Trump subsidies.<\/span><\/p>\n<div id=\"attachment_1075\" class=\"wp-caption alignnone\">\n<div class=\"article-body-image\"><span style=\"color: #000000;\"><img decoding=\"async\" src=\"https:\/\/thumbor.forbes.com\/thumbor\/960x0\/https%3A%2F%2Fblogs-images.forbes.com%2Fenergyinnovation%2Ffiles%2F2018%2F08%2FTonawanda-tomorrow-initiative-1200x900.jpg\" alt=\"\" \/><\/span><\/div>\n<div>\n<div class=\"caption-container\">\n<p class=\"wp-caption-text\"><span style=\"color: #000000;\">Residents meet as part of the Tonawanda Tomorrow initiative<small class=\"article-photo-credit\">ONE REGION FORWARD ON FLICKR<\/small><\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<p><span style=\"color: #000000;\">States that host these uneconomic power plants could do something similar with proactive transition planning, and governors and state legislators could press the federal government for this solution.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Build community prosperity<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">If the Trump Administration wants to reduce negative impacts of power plant closures within the communities that host them, it should prioritize the long-term health of those communities and workers to support a responsible transition.\u00a0 That way, money will not be wasted, communities can decide their future, and local economies can diversify.<\/span><\/p>\n<p><span style=\"color: #000000;\">Rather than staving off the inevitable for a short while, these funds could provide an opportunity to open a path to prosperity.<\/span><\/p>\n<\/div>\n<\/div>\n<p><em>We are a clean energy and environmental policy think tank delivering high-quality research and original analysis to policymakers to help them make informed choices on energy policy.
