Photograph: Paulo Oliveira\/Alamy<\/p><\/div>\n<p class=\"css-puzfbd\">Queensland has become the second Australian state to pass laws banning single-use plastics including straws and cutlery that are blighting the state\u2019s waterways and beaches and endangering wildlife.<\/p>\n<p class=\"css-puzfbd\">Environmental groups congratulated the Queensland government after it passed legislation on Wednesday night that will ban single-use plastic items, including polystyrene food containers and cups, from 1 September.<\/p>\n<p class=\"css-puzfbd\">The state\u2019s environment minister, Meaghan Scanlon, said the state had seen benefits from its 2018 ban on single-use plastic bags, which had dropped 70% in litter surveys.<\/p>\n<p class=\"css-puzfbd\">The state\u2019s container deposit scheme that gives a 10c return on most plastic and glass bottles, also introduced in 2018, was now approaching 3bn returned items.<\/p>\n<figure id=\"fe7bb3c6-2e7f-4f53-9f1c-cd8acbcca9cc\" class=\"css-1mfia18\">\n<div class=\"css-16cuuq6\" data-print-layout=\"hide\" data-link-name=\"rich-link-0 | 0\" data-component=\"rich-link\" data-name=\"\">\n<div class=\"css-s7oxzu\">\n<div class=\"css-ghyc83\">\u00a0<\/div>\n<div><img loading=\"lazy\" decoding=\"async\" class=\"css-ducv57 alignright\" src=\"https:\/\/i.guim.co.uk\/img\/media\/0526bb1725f7bf3743ece3794d7613dfb233086b\/0_0_5278_3167\/master\/5278.jpg?width=460&amp;quality=85&amp;auto=format&amp;fit=max&amp;s=b4b10353bd42e00db313ca88f6892d7f\" alt=\"\" width=\"428\" height=\"257\" \/><\/div>\n<div class=\"css-upffb1\">\n<div class=\"css-m4qltb\">\n<div class=\"css-1gqsble\">Deadliest plastics: bags and packaging biggest marine life killers, study finds<\/div>\n<\/div>\n<div class=\"css-9g571g\">\n<div class=\"css-dobi02\">\u00a0<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/figure>\n<p class=\"css-puzfbd\">\u201cPlastic pollution is spoiling our streets and parks, escaping into our ocean and waterways and killing our iconic wildlife,\u201d Scanlon said. \u201cHalf of all plastic produced is designed to be used only once and then thrown away and that litter is destroying our environment.\u201d<\/p>\n<p class=\"css-puzfbd\">South Australia was the <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/sep\/11\/south-australias-ban-on-single-use-plastic-cutlery-and-straws-hailed-as-historic\" data-link-name=\"in body link\">first state to introduce a ban on single-use plastics<\/a>, in September, with a similar list of items banned.<\/p>\n<p class=\"css-puzfbd\">Last week the <a href=\"https:\/\/www.theguardian.com\/australia-news\/2021\/mar\/04\/polystyrene-to-be-phased-out-next-year-under-australias-plastic-waste-plan#:~:text=Polystyrene%20foam%20commonly%20used%20to,to%20combat%20mounting%20plastic%20waste.&amp;text=Ley%20said%20the%20goal%20was,%2C%20consume%20and%20recycle%20plastic%E2%80%9D.\" data-link-name=\"in body link\">federal government launched a national plastics plan<\/a> that includes a phase-out by 2022 of expanded polystyrene packaging and food containers.<\/p>\n<p class=\"css-puzfbd\">Queensland\u2019s ban covers single-use plastic straws, stirrers, cutlery and plates, and polystyrene food containers and cups.<\/p>\n<p class=\"css-puzfbd\">The laws exempt supply to people who need any of those items, such as people with disability or healthcare needs.<\/p>\n<p class=\"css-puzfbd\">Exemptions have also been made for plastic straws and spoons attached to food packaging, including drink cartons and yoghurts, though the minister said this would be reviewed.<!--more--><\/p>\n<p class=\"css-puzfbd\">More items could be added under the legislation, Scanlon said, and consultation was continuing.<\/p>\n<p class=\"css-puzfbd\">Toby Hutcheon, of the Boomerang Alliance of more than 50 environmental groups, said he hoped to see coffee cups and lids and other plastic takeaway items, and heavyweight plastic bags joining the banned list.<\/p>\n<p class=\"css-puzfbd\">Hutcheon thanked the Liberal National party, the Queensland Greens and Katter\u2019s Australian party for backing the law.<\/p>\n<p class=\"css-puzfbd\">The plastics included in the ban were among the most littered items in Queensland, he said, with the latest Clean Up Australia report from litter-pick days estimating 30% of all items collected were plastic packaging.<\/p>\n<p class=\"css-puzfbd\">He said the Australian Capital Territory, Victoria and Western Australia have also announced single-use plastic bans but have yet to put those into law.<\/p>\n<p class=\"css-puzfbd\">The best approach for the public, he said, was to avoid the use of single-use plastic items entirely, or to buy reusable or compostable versions.<\/p>\n<p class=\"css-puzfbd\">Shane Cucow, of the Australian Marine Conservation Society, said the laws were \u201cfantastic news for Queensland\u2019s turtles, whales and seabirds\u201d.<\/p>\n<p class=\"css-puzfbd\">He added: \u201cEvery day we wait we lose more animal lives.
